There is a dynarec bug which causes Windows 7 to crash on startup in PCem if the dynarec is enabled. With it disabled, Windows 7 will install and run provided you have a CD-ROM version of the OS.

As for Vista, it does run but has severe stability issues when the Dynarec is enabled (can't sit at the desktop for more than ~10-15 minutes without crashing, often with STOP error 0xF4), which disappear when the dynarec is disabled and the WinChip interpreter is used.

I doubt Win 7 will work on any machine that PCem emulate. Umm, FYI, PCem-X is no longer being developed, and PCem-X is out of date anyways.
Use PCem-experimental instead if you want the featureset of PCem-X.
