You are missing the MDA video adapter font (mda.rom) hence the CGA adapter isn't working properly. This also effects the Hercules, MDA, and other CGA-based video adapters (like Plantronics ColorPlus) though it doesn't effect VGA and EGA adapters. This was actually due to the initialization of the EGA video BIOS and this was slow on faster processors such as Core i5. It doesn't happened with another graphic cards like CGA or VGA.

The Intel Premiere/PCI system seems to also have a nasty bug in which a soft reboot of the system may cause the memory count in the BIOS to go infinite (beyond 640 MB), causing the system to hang after that. Anyways, how did you managed to installed Windows 98 in the Intel Premiere system successful...
