Do you have the latest drivers for the ViRGE? Also, the game asked to install some codecs or plugins. Did they install correctly? Do you have the DirectX required to run it?
Are you running Win 95 on the 430 VX chipset?

It works for me! I ran it on a 430VX and the ViRGE DX, Win 98 SE

First off, I'm not part of the development team, but from what I've been reading, and from the expierience I had using PCem, voodoo 1 emulation consumes a lot of CPU power (I have a 4790k and it can barely handle it). So, having Voodoo2 or 3, would requiere the latest Xeons to work, so I understand ...

I also found the project of this guy who is working on a PowerVR wrapper. He's been doing a great work, and seems almost done.

Maybe you should wait for omarsis81 reply. Unfortunately it doesn't work for me either. I suspected it could be an issue with nVidia cards, so I switched to Intel HD, but it didn't work also. Did anyone successfully try to launch ANY voodoo game with the new (ver 11.0) release? Quake 2, Forsaken, and everything that worked with 10.1 crashes with the new version. Am I doing something wrong?

430VX RAM limit

I noticed that the chipset 430VX has a RAM limit of 128 MB, and, of course, Shuttle HOT 557's manual states that max memory is 128 MB. However, in PCem you can set up to 256 MB. BIOS and Windows detects 256 memory without problems. Is that limitation rised on purpose? Is it a bug ment to be fixed?
