When using v13.1 of PCem SimCity 2000 for DOS does not detect the Sound Blaster 16 card. I've tried using the included setup program and that is also unable to detect the sound card even if I manually specify the correct IRQ and DMA for the card. If I switch the sound card in my VM to Sound Blaster Pro, the setup program will detect that card and there is sound when I load the game. I've tried various types of system boards (430vx, sis496, winbios) and the issue still exists.
I did try an older build of PCem I compiled in July and the game and setup program detects the sound card without any issues.
