OpenGL 3.0 renderer has too much stutter?

I've been mostly playing RPGs and adventure games in PCem v14 on Linux, and using the OpenGL 3.0 setting along with a CRT shader. These games use low framerates to begin with, so I had no issues.

But I recently tried some action games (like Jazz Jackrabbit, Tyrian, Turrican 2) that have higher framerates with smooth scrolling, and the OpenGL 3.0 setting is very choppy and stuttery. It's not the shader, as turning the shader off does not improve anything. The normal OpenGL setting is perfectly smooth without any stutter whatsoever. It's OpenGL 3.0 that has this issue.

Is there anything that can be done here?
