Early OS/2 hard disk formatting fails

IBM OS/2 1.0-1.2 and Microsoft OS/2 1.1c fail to format the hard disk during installation (it gives a "SYS1281: Track 0 cannot be formatted" error when I attempt to format manually from the OS/2 command line on the floppy.)

There is a workaround: Format the hard drive from MS-DOS 3.31 and then continue installing OS/2

The system configuration:
Machine: AMI 286 clone
Video: Tseng ET4000AX
CPU: 286/20
Cache: A lot
Video speed: Fast 16-bit
Soundcard: None
Memory: 4MB

This is mentioned in the readme :
OS/2 1.0 - hard disk must be formatted beforehand
OS/2 1.21 - hard disk must be formatted beforehand
It is a known bug, and you will have to format the hard disk in DOS first.
