Daggerfall dag213.exe problem

Following these instructions: http://www.uesp.net/wiki/Daggerfall:Running_Without_CD

When running "dag213.exe" (the latest patch), I get the following error:

DOS: Error creating file:

This occurs whether I run it in DOS or Win98 SE (the OS I have installed).

I do not recall this error when playing Daggerfall on original hardware, but it has been nearly 20 years since I first installed it.
