One Must Fall 2097 mutes the SB16

Odd bug. Sound is actually playing but it's muted even when you unmute in Windows (which it'll then be muted again until you remute/unmute it). It'll also do it in pure DOS
I believe it's related to the patch that silenced the Talking Parrot.
