Hard Drivin' II PC speaker issue

Under 45MPH or when off-road the lower buzzing in the engine is silent instead.

Fixed (as much as it can be) in rev 921.
It's sad, Hard Drivin' II is only 2 (unnecessary) instructions away from having a functioning engine tone...
