Pentium OverDrive emulation

This is code that adds Pentium Overdrive for 486 systems emulation.
There were two models released, 63 MHz (25x2.5) and 83 MHz (33x2.5).
This requires the dynamic recompiler to be enabled.

Apparently the performance gap between the Pentium Overdrive on 486 board and P54C on Socket 5/7 is bigger than I thought. Going to have to find documentation I guess.
