Turtle beach multisound support

Hello, I really like to see Turtle Beach support in PCem. I never had such a sound card and everyone who were lucky to hear it are still amazed.
Please include this as request for new sound card in future development.

Also, I would like to see Crystal CS4231 or CS4231a support in PCem.

My completely unofficial thought on this: v14 is going to be about recompiler stability, so it's probably not going to have many new features.
