Help: Noob trying to compile.

Please help me here. I am trying to compile PCEM, however, I do not know ANYTHING about compiling, and end up with nothing.
I am interested to know what do download, and compile PCEM , and with the networking patch.

Compile tools that I use is uploaded here:

Network Patch I don't use so can't help there

Hey man, thanks for the compile tool, but when I use the compile.bat, it says "mingw32-make.exe" is not a recognized as a command, program or batch files, then quit. Running the other .bats says no such file or directory, and no rule to make target "makefile.mingw", and quits, is it something that I done wrong? I extracted the .7z to the folder that had the PCEM source code in it. I know this sounds like what a noob will ask because i am one, thanks in advance
