Accessing the floppy drive with a blank disc image in it to format it and "burn" files is extermely slow in Windows 98SE.

Does anyone else have an issue where accessing a floppy disc, specifically a blank image to copy files onto is slow in Windows 98?
Like the emulation remains full speed, but the OS itself is insanely laggy opening it and then opening the format dialog. There's also some visual bugs involved.

Windows XPs minimum CPU requirement is a 233Mhz CPU with a 300Mhz recommended. Swat 3 itself calls for a minimum CPU of a Pentium II 266Mhz. Discovered when having issues running the War in Heaven on a Voodoo 2 that even emulated the card goes nuts when you try and run a heavy game with a version of DX that doesn't match the installed driver. So latest VD2 driver + DX7 is the best combo.
