It sounds like you're thermal throttling because that chip should be capable of up to 4.3Ghz, about enough to do a Pentium MMX 200

I'd like to post a final update that using that "hack" of forcing PCEM to run without SMT I now have a Pentium II 233Mhz with a Voodoo 3 3000 running at 100% speed on an R5-5600X. I think I've discovered something beneficial here.

Ryzen 5 3500 U is unfortunately too slow for proper Pentium MMX 233 emulation which is why you're getting stuttering sound. Try selecting Pentium MMX 166. One ongoing thing I've noticed in PCEM is issues with the mouse movement feeling weird like the acceleration or scaling isn't quite right. At least in Windows 98SE.
