PC emulation is quite demanding. You could try a Pentium 60 or 66 (Socket 4), or maybe a P 75.
If it still drops below 100%, you could try something like Dosbox-X, although installing windows in that is not as straightforward. You could also try a virtualizor like VMware or Virtualbox.

Didn't realize it controls both. Really a bad design on creative's part to combine them, since I'd constantly have to adjust the volume when switching between MIDI and FM.

I haven't seen a specific FM volume slider with Sound Blaster tools. Maybe I'm using the wrong one. Can you post a screenshot? As for adlib, it doesn't have a tool. IINM on a real card there is a physical volume knob on the card itself. PCem's sound menu is of no use to me since it affects all sounds.

On my setups, FM synth volume is very low, compared to digital and MIDI. I haven't tested all cards, but it's the case with adlib and Sound Blaster cards. There doesn't seem to be a volume control for it.

1. Do not use ISO format for CD images. Some CD-check based protections scan the structure of the CD, which ISO doesn't provide. Use the BIN/CUE format. OEM images don't need a floppy, and can be booted with the boot sequence set to CDROM.

Which lego games, exactly? If these were released after XP came out and are compatible with it, you should be able to make them work on windows 11 itself with minimal tweaking, without using PCem. There is no compatibility issue between those cards. You simply have to set the IRQs correctly so that two devices don't share the same one.

Regular VM software have guest additions that enable that feature, e.g. VMWare Tools. PCem doesn't have such tools.
I suppose one workaround is to use networking. Connect the host and PCem guest through a network and share a text file between the two.

You don't create roms from scratch. You find compatible rom files online, which were dumped from the original hardware or acquired from manufacturers' websites (bios files), and put them in PCem's roms folder.
