I can't tell you exactly how much would you lose if you went with AMD Ryzen instead of Intel. For example, my CPU (12900KF) has a Passmark ST rating of 4,200. As far as PCem is concerned, Core i5-1135G7 would be a better choice.
Note that none of these two processors has particularly fast ST performance. Expect to run virtual machines up to Pentium MMX 200.

Pentium 3 support isn't implemented in PCem and will likely not be in the nearby future. Even if it was, it wouldn't allow 5800X3D to emulate Pentium 3 properly, given that its single core performance is in between 10900K and 11900 K.

For now, the workaround with experimental builds is to turn the internal CPU cache off in the virtual machine BIOS. Another interesting thing: builds that do not cause performance issues come without generated wxWidgets DLL files.

It doesn't exist in the stable official release build which is available to download. It only exists in development builds and builds that you compile on your own using GitHub actions, be it with compiling instructions from spring 2021 or the more recent ones.

Go with Pentium 90 for the start. If the things are stable, slowly increase the speed of an emulated CPU.

Windows 98 is more demanding than Windows 95, though not significantly. As far as I know, Windows 11 does not require SMT.

Try a different combination of CPEs. For example CPE 0 and CPE 2. I do hope that none of the software you are trying to run with PCem is located on physical media (e.g. CDs).

Yes, some have graphics/sound issues (regardless of what hardware is used) or keep displaying the runtime error, divide error or work way too fast. Most DOS games should work just fine under Windows 95/98, provided there is enough free conventional memory available and no obscure PCI sound card is involved. A UniVBE-compatible video card is highly recommended too.

Another reason for performance bottlenecks could be the use of real physical discs such as CDs and floppies. Always make virtual copies of these and then load them under PCem. There's free software available that allows you to make virtual images of CDs/floppies you want to use with PCem.

I was talking about the virtual machine not the PCem performance. I didn't notice any particular difference when trying out emulation of different Socket 7 boards.
