Good evening to everyone,
Intel® Core™ i7-3930K 3,20 GHz - 3,80 GHz Turbo
16GB RAM
128GB SSD + 1TB HDD
GTX 1060-6gb
Windows 7 sp1

Guest :
Award 430VX PCI
Pentium MMX 200 MHz
ATI Graphics Pro Turbo (Mach64 GX)
Voodoo2
256 MB RAM
2 GB HDD for OS
16 GB HDD for Games
Windows 98 SE

I think I need to be able to emulate 100% CPU
instead the percentage drops even below 50%
I only use chess programs
emulation only up to Pentium 90 MHz max 100%
I've also tried overclocking 4.3 / 4.5GHz but it does not change anything.

Allego file CFG

Ok, so your graphics card is basically irrelevant here - PCem doesn't use it.

OTOH, your CPU is very old. Even at 5-7% uplift IPC for a single core per generation, an equivalent Intel 9X00k CPU beats it by +34-50%. The 9X00k will probably also run at around *4.5-5.0 GHz (so +28-31%), and use modern DDR4 memory (RAM speeds put a hard cap on CPU speed, because a CPU can only process data as it gets it). So, a "closest equivalent model number" upgrade to an Intel 9900k will get you a +71-96% faster CPU...

...and 8 cores, as opposed to your 4, which should let you do a Pentium MMX 200, if not a 233, as well as 2 SLI Voodoo 2's.

* Yes, the 9900k's base speed is 3.6GHz - Presumably you wouldn't pair it with a cheap cooler. ;) (Boosts to 5GHz)

The current dynarec has a strange issues with idle Windows 9X so don't panic over the stuttery startup. We all get that.

Yes, and don't forget to install Rain 2.0. That should make idle windows not hog the CPU like that.

Yes, that should do it.
