RPM and manpage for PCem

All,

I'm new here, but I was impressed by PCem, so I decided to make a manpage and a specfile, to make it easier to install on Fedora/other RPM-based Linux distros.

I have now updated this specfile for v17.

Excuse the ignorance, but what does a manpage and a specfile do?

The manpage is for those using Linux/UNIX platforms. It provides documentation for the command 'pcem'. The .spec file allows Red Hat-format (RPM) packages to be built.
