On lower computer specs like a 386sx/dx I have noticed that most all of the graphics choices have virtually identical performance. And setting the box between 8bit and vlb/pci high makes a difference of about 5%. In real world situations things are quite different with cards like the Oak 037 being as little as 1/3 the performance as the ET4000AX on a DX25 in text based flood tests, for example.
Am i missing something here? or is there a way to change this somehow?

That's what the 'default' setting is for (tries to mimic actual performance of the emulated video hardware). The rest overrides that (and can be a fun curiosity to check where a bottleneck lies with some games)

Thats what i mean. It doesn't matter if its set default or any other setting, the performance doesn't change at all. 3dbench2 scores the same on all cards almost regardless of setting or card. Same goes for text speed benchmarks or windows benchmarks, even between blitter cards or not.
