100% is probably not realistic for ALL games/software, but you can get a lot of the way there with any current-gen CPU that has a single core frequency over 5 GHz. The higher that frequency goes, the higher the chance that a particular game will run at 100%. That assumes you're limiting the Voodoo 3 to 60 fps w/ vsync enabled in the 3dfx control panel (which greatly increases PCem performance).

The difference between P2-400 and P2-450 w/ Voodoo 3 also isn't that big for a lot of late 90s 3D games. You'll probably see an increase of a few frames. Voodoo 3 is usually being bottlenecked either way. 100% on P2-400 is much more easily attained.

About the performance of a Pentium II 233 Mhz. But I'm not sure because I'm not really interested in games from that (pre Windows XP) era.

I still use a WinXP PC. It is perfect for my gaming needs.

Vintage hardware is the best. For everything else, I use PCem.
