In a nutshell:
1. Download *PCem v17 for Windows* from https://pcem-emulator.co.uk/downloads.html.
2. Extract the zip file in a place that's convenient for you.
3. Get rom files for PCem and place them in the roms folder. Rom files are not included with PCem for copyright reasons. Forum policy forbids discussing where roms can be obtained. Sorry.
4. Start PCem. Setup a emulated PC. I suggest a Pentium 2 @ 300MHz, depending on the host PC specs and the requirement for the game. A 2 GB hard drive. Sound Blaster PCI 128. And a graphics card from that era.
5. Install Windows 98 SE. Again we cannot discus how to get this.
6. Install drivers when needed.
7. Upgrade DirectX when needed/possible.
8. Install game.
9. Play game.
